Earth Tech began initial preliminary engineering efforts on behalf of SCDOT in 2003. Earth Tech is pursuing the design review activities. The notice to proceed for this design-build project was issued January 2, 2007 and construction efforts began immediately.

In November 2006, Team United was awarded a design-build contract for Phase II of the Palmetto Parkway. In January 2007, Triplett-King & Associates began bridge design and special revision plans while Florence & Hutcheson began roadway design plans for Team United.

Also in January 2007, Coleman-Snow Consultants began utility locations and investigating where utility conflicts occur with the construction efforts. F&ME Consultants began soil testing for bridge construction in January 07 as well.

Right of way was acquired prior to award of the design-build contract by SCDOT. The title for right-of-way was obtained by the South Carolina Department of Transportation. After the right-of-way was acquired, qualified appraisals were made to access the value of each parcel of land to be purchased. Once appraisals were completed, each property owner was presented with an offer based on their property’s fair market value. As soon as the offer was accepted and negotiations were settled, a closing date was set and the property was purchased. Acquisition for any additional area desired by the Contractor for design modifications shall be the responsibility of the Contractor.
